Governor Monday Okpebholo of Edo State has announced two transformative initiatives to enhance the state’s workforce and governance: the introduction of a 13-month salary for state employees and an automatic employment program for first-class graduates of Edo origin.
13-Month Salary Initiative
The Governor’s approval of a 13-month salary, commonly referred to as a “Christmas bonus,” aims to provide financial relief and boost the morale of state employees. This initiative highlights the administration’s commitment to recognizing the contributions of civil servants while supporting them during the festive season. Many stakeholders have praised this move, seeing it as a strategic step to foster a dedicated and efficient workforce.
Graduate Development Programme (GDP)
To attract top-tier talent into the Edo State Civil Service, Governor Okpebholo has launched the Graduate Development Programme (GDP), which offers automatic employment to first-class graduates of Edo State origin from universities within and outside Nigeria. This policy aims to strengthen the state’s civil service by recruiting bright minds to drive sustainable development and enhance service delivery.
Dr. Anthony Okungbowa, Head of Service, emphasized that the GDP addresses the dual challenges of talent acquisition and retention. “This policy is not just about recruiting first-class graduates but creating an environment where they feel valued and motivated to stay,” he noted. Retaining high-performing employees is crucial, and the program is designed to ensure long-term contributions to the state’s progress.
Eligibility and Implementation
The program targets first-class graduates from 2020 onward, with potential for expanded eligibility criteria. Graduates from all disciplines are encouraged to apply, provided they are of Edo origin. Successful candidates will be strategically placed in various Ministries, Departments, and Agencies (MDAs) to maximize their impact.
The program also includes a unique element: providing graduates with private-sector experience. Participants will gain diverse insights and skills from these rotations, which they can later apply within the public service. Dr. Okungbowa highlighted that this exposure would produce well-rounded professionals capable of bringing innovative solutions to governance.
Collaboration with Edo Innovate
To enhance the program’s effectiveness, the state government has partnered with Edo Innovate, a leading technology and innovation hub. This collaboration will offer training and mentorship, ensuring graduates are equipped with the skills needed to thrive in a dynamic environment.
Dr. Okungbowa stressed the importance of sustainability: “The long-term success of this initiative requires commitment from civil servants, policymakers, and the public. With the Governor’s political will and strategic direction, I am confident this program will improve manpower quality in Edo State.”
Commitment to Excellence
Governor Okpebholo reiterated that investing in human capital is central to his administration’s vision. “This initiative is an open invitation for the best and brightest to contribute to our state’s growth. We are building a system that rewards excellence and creates opportunities for talent to thrive,” he stated.
Public Response and Future Outlook
The initiatives have received widespread praise, with many viewing them as a model for other states. By prioritizing talent development and employee welfare, the administration is setting a benchmark for excellence.
Moving forward, the government plans to monitor the program closely, using participant feedback to refine processes and address challenges. These efforts are expected to play a crucial role in Edo State’s socio-economic development, transforming it into a hub of innovation and efficient governance.
